Solid masonry needs to breathe
Most of the original housing stock around Prahran and Windsor is solid brick with a lime-based render. That wall manages moisture by letting it evaporate out through the surface. Put a sealed, non-breathable coating over it and the moisture is trapped, and it shows up as blistering, salt staining or spalling render instead.

Repairs first

Why is my rendered facade blistering?
Almost always trapped moisture. Older render over solid brick relies on evaporating moisture out through the surface, and a sealed coating stops that. The pressure lifts the film off the wall. Fixing it means stripping the failed coating and re-specifying something breathable.
What does drummy render mean?
Render that has lost adhesion to the wall behind it. It can look perfectly sound but sounds hollow when tapped. Any coating over it comes away when the render eventually lets go, so those sections are removed and re-rendered before painting.
Can I paint over bagged or textured render?
Yes, provided it is sound and clean. Textured surfaces use noticeably more material and are best rolled with a suitable nap or sprayed and back-rolled so the coating gets into the profile rather than bridging across the top of it.
Should I paint my red brick terrace?
Think carefully first. It is very difficult to reverse without damaging the brick face, and in a heritage overlay area it may also be restricted. Where a facade has already been painted or rendered, repainting is straightforward.
